Morgan, Lewis & Bockius LLP today released the second edition of Fundamentals of Nuclear Regulation in the United States, a straightforward primer on a complex area of law that is gaining attention as the world seeks alternative sources of energy. As policymakers, the media, and the public consider what role nuclear energy should play in promoting U.S. energy independence and curtailing greenhouse gas emissions, this book examines the full spectrum of issues associated with nuclear regulation. The second edition was co-authored by Morgan Lewis partner and former Nuclear Regulatory Commission (NRC) Regional Counsel Jay M. Gutierrez and associate Alex Polonsky.
“With a nuclear renaissance upon us, there is an ever-widening group of individuals and interests affected by, or trying to affect, nuclear regulation,” said Mr. Gutierrez. “This text, written with a diverse audience in mind, aims to provide an overview of the entire regulatory program.”
According to the Wall Street Journal, U.S. electricity demand is growing 2% a year. With proposals before Congress calling for a reduction in CO2 emissions by 50% to 80% compared with 1990 levels by the year 2050, numerous experts agree that nuclear energy will have to be part of a solution. While no new nuclear plants have come online since 1996, according to Fortune magazine, the Nuclear Regulatory Commission announced earlier this summer that it expects applications for 27 new reactors over the next two years.
The first edition of Fundamentals of Nuclear Regulation, published in 1995, received praise from industry experts. Former Director of the Office of Nuclear Reactor Regulation at the NRC, Dr. Thomas E. Murley, called it a first-ever “comprehensive book describing how nuclear regulation really works in the United States.”
This edition offers a more concise and user-friendly analysis divided roughly into two parts. The first part outlines the fundamental elements of the U.S. nuclear regulatory program, while the second highlights selected current regulatory issues.
